Rinse the rice in a fine mesh strainer until the water runs clear. Add the rice, water, and salt to a rice cooker or pot with a lid. Bring it to a boil, then reduce the heat to low and let it simmer for 20-25 minutes, until the rice is cooked through.
In a mixing bowl, combine the cubed meat, grated onion, minced garlic, salt, black pepper, turmeric, cinnamon, cumin, and vegetable oil. Mix well and let it marinate for at least 30 minutes, or up to overnight.
Thread the meat onto skewers and grill them over medium-high heat for 10-15 minutes, until browned and cooked through.
In a small saucepan, melt the butter or oil and add the dissolved saffron. Pour the saffron mixture over the cooked rice and stir well to combine.
Serve the grilled kebab over the saffron rice, garnished with fresh herbs and grilled tomatoes or peppers.
