Line two 8-inch round cake pans with parchment paper.
In a mixing bowl, whisk together the all-purpose flour, cocoa powder, baking powder, baking soda, and salt.
In a separate mixing bowl, cream together the butter and granulated sugar until light and fluffy.
Add the eggs and vanilla extract to the butter mixture and beat until well combined.
Gradually add the flour mixture to the butter mixture, alternating with the milk, and beat until just combined.
Divide the batter evenly between the two prepared cake pans.

In a mixing bowl, beat the heavy cream, powdered sugar, and vanilla extract with an electric mixer until stiff peaks form.
Place one cake layer on a serving plate and spread a layer of cherry pie filling over the top.
Top the cherry filling with a layer of whipped cream.
Place the second cake layer on top of the whipped cream and spread a layer of cherry pie filling over the top.
Use an offset spatula to spread the remaining whipped cream over the top and sides of the cake.
Top the cake with chocolate shavings and with cocktail cherries and refrigerate for at least 1 hour before serving.
